Providing Actionable Intelligence on the Front Lines

With one prototype system already delivered and seven more scheduled for delivery by mid-year, SAIC's P&E system provides a real-time view of the battlespace to enable decision-making where the risk is greatest and sets conditions for rapid follow-on operations. As an open software framework, it is application- and data-agnostic. It extends the intelligence community enterprise to the tactical user through multiple communication paths, and utilizes common computer architecture across multiple security domains.

The system consists of intelligence-gathering and -processing components integrated onto mine-resistant, ambush-protected (MRAP) all-terrain vehicles, creating a signals intelligence (SIGINT) tactical pursuit vehicle and a human intelligence (HUMINT) tactical pursuit vehicle. Onboard sensors provide precise, real-time knowledge en route to an objective while enabling precision maneuvering and immediate triage/site exploitation during actions on the objective.

P&E for Multi-Functional Teams

The P&E system brings to life the vision of ubiquitous visibility of the battlespace. When employed by multi-functional teams, the system provides multi-disciplined collection, exploitation, and analysis to generate actionable intelligence as well as time-sensitive detection, tracking, and location data.

• Supports mission overwatch in the target area of interest by immediate triage on the objective, time-sensitive detection, and tipping/cueing between signals intelligence (SIGINT) and human intelligence (HUMINT)
• Enhances situational development with an area of influence through high resolution, high confidence target location and tracking, multi-node collaborative geo-location, and cross cues
• Feeds persistent area assessment by providing patterns of life and point-of-collection data such as CELLEX; collects signatures not discerned by aerial layer coverage

Mobile Platform Provides Precise, Real-Time Information

SAIC was instrumental in the development of the LandISRNet terrestrial layer, specifically through prototyping of the P&E capabilities for multi-functional teams. The P&E system provides a survivable, mobile, robust platform for extending the intelligence community enterprise to tactical users. A variety of sensors provide technical intelligence focused on the find-fix-finish mission against high-value targets, providing support in confronting the highest threats.
